Add cheese, peppers, and green onions.
Season mixture with cumin and chili powder.
Add garlic powder, salt, and pepper.
Stir in fresh cilantro thoroughly.
Lay egg roll wrapper on clean surface.
Place 3 tablespoons filling in center.
Brush edges with beaten egg mixture.
Fold bottom corner over the filling.
Fold in left and right corners.
Roll tightly toward top corner.
Seal edge with egg wash completely.
Heat oil to 350°F in pot.
Fry rolls for 3-4 minutes until golden.
Drain on paper towels before serving.
