Remove stems and seeds from dried chiles.
Toast chiles in dry pan for 2 minutes.
Soak toasted chiles in hot water for 20 minutes.
Season meat chunks with salt and pepper generously.
Brown meat in Dutch oven on all sides.
Remove meat and set aside on plate.
Blend soaked chiles with soaking liquid until smooth.
Strain chile mixture through fine mesh strainer.
Add onion, garlic, and spices to blender.
Blend until mixture becomes completely smooth and uniform.
Return meat to pot with chile mixture.
Add beef broth and bring to gentle boil.
Reduce heat and simmer covered for 3 hours.
Check tenderness with fork every 30 minutes.
Adjust seasoning with salt as needed throughout cooking.
