Grind cumin seeds. Mix black peppercorn, kosher salt, garlic powder, brown sugar, cayenne pepper, chili powder, mustard powder, paprika, and ground cumin in a bowl. Blend well, or use a food processor for a coarser mix.
Add vegetable oil to the spice mixture to make a paste.
Place chicken wings in a bowl. Coat wings evenly with the spice paste. Massage to enhance flavor.
Cover and refrigerate wings for at least 2 hours, or overnight for richer flavor.
Preheat grill to medium-high. Alternatively, preheat oven to 400°F.
For Grill: Cook wings on each side for 10 minutes (total 20 minutes).
For Oven: Line a baking sheet with foil. Bake wings for 30 minutes, flipping after 15 minutes.
After cooking, let wings cool briefly. Serve with your favorite dipping sauce. Enjoy!
